Update (March 4): With help from my friends on the Greek pirate forum, the station on 1623 has been identified as Radio Anatolia from the Kilkis region of Greece.

Such station 0n 1612kcs really also has been any Greek station (S8 here)! In normal cases Radio Anatolia is using 1629kcs, but no signal of them here on 1629kcs, so it really might have used 1623kcs last night.
